Buying a Land Plot in Istanbul: What Types of Land Are Available?
All land in Turkey is classified according to its intended use. There are two main types:
- Agricultural land — TARLA
- Construction land — ARSA
In the case of agricultural land, it can be used for growing crops, planting banana plantations, or orange groves, but building structures is prohibited. Conversely, construction land may have a small garden or flowerbed, but using it for agricultural purposes is not allowed. Violating the designated purpose of the land plot is not recommended, as it may result in heavy fines and the issues will still need to be corrected.
Which Plot to Buy for Construction in Istanbul?
The choice depends on your intended use. Similar to the general classification, construction land can be used for residential buildings for personal use (Konut imarli arsa) or for commercial purposes (Ticari imarlı arsa).
On plots designated as Ticari imarlı arsa, you can build shops, hotels, or office buildings. Konut imarli arsa allows for the construction of homes for private use.
Features of Turkish Land Legislation
Restricted for foreign investors:
- Land plots exceeding 30 hectares
- Restrictions on purchasing land along the Black Sea coast
- Prohibited sales of plots near military and strategic sites, as well as in protected areas
As with real estate, purchasing land in Istanbul allows foreigners to apply for a Turkish residence permit. Ownership can be transferred through inheritance under standard conditions.
Turkish Residence Permit for Land Purchase
Foreigners who purchase any property, including land plots, may obtain residency status. The required investment amounts are regulated by the Turkish government and are subject to change. In 2023, the minimum purchase amount was €75,000, but by the end of the year, it was increased to €200,000. The investment threshold is currently being reviewed, so those planning to apply for residency in Turkey should act quickly.
Certain areas in Istanbul are excluded from eligibility for residency through land purchase, including: Bağcılar, Başakşehir, Bahçelievler, Beyoğlu, Beşiktaş, Küçükçekmece, Şişli, and others. The list is constantly updated based on the number of foreigners owning property, including land, in each region. According to government regulations, the number of foreign investors cannot exceed the number of local citizens by more than 20%.
